Act 1: Story Mayor Quimby brags about the latest round of ballot initiatives passing only to learn that everything is now legal in Springfield – gambling, loan sharking, murder, running drunk and naked through the streets, you name it! Fat Tony becomes stressed out as he and the mob realize that the people of Springfield don’t need them or want them anymore. As their finances dwindle, they turn to petty crime and even real jobs to try to stay afloat, to no avail. Fat Tony realizes the only thing he and his mob are good at is real crime, but what can they do? An answer presents itself when they see a news report about an epidemic that is beginning to sweep through Springfield as it turns out one thing is still illegal after all – tomacco!
