Act 1: Story Wiggum is in hot water after the latest police department numbers are released, showing an abysmal arrest rate. Fearing for his job, Wiggum knows that he must make changes, and is aided by the timely arrival of Emily Winthrop and her Canine College. Emily offers Wiggum a solution to his problem, in the form of a platoon of highly trained police dogs capable of taking down criminals for him. While Wiggum is pleased with the results, he quickly loses control as the dogs are so smart that they’re practically running the department. Bart’s old dog Laddie has taken over Wiggum’s office and barks orders to her second in command, Rosa Barks, while hardboiled detective McGriff the Crime Dog digs into the town’s cold cases of missing dog bones and trying to solve the age-old mystery of who, in fact, is a good boy? The people of Springfield are all too happy with the improvements to the police, but rumors have begun to swirl that Wiggum is no longer in charge down at the station. And while Wiggum is doing his best to let everyone know that he’s still the Chief of Police, it’s hard to get that information out from the basement.
